50th Anniversary of CPI(ML) Foundation

50th Anniversary of CPI(ML) Foundation
DEFEAT FASCISM, WIN THE BATTLE FOR DEMOCRACY!

April 22, 2019 marks the 50th anniversary of the foundation of the Communist Party of India (Marxist-Leninist). We are observing this day in the midst of the 17th General Elections in the country, undoubtedly the most decisive electoral battle India has faced since the adoption of the Constitution and the system of parliamentary democracy. The very framework of constitutional republic and parliamentary democracy is today facing a serious threat as the Modi model of Indian fascism seeks to prolong its rule, consolidate its power and tighten its grip on the state. A BJP MP from UP has even gone on record saying there will be no further elections in 2024; 2019 may well be the last. India therefore goes to the 2019 polls with the urgent imperative of voting out the Modi government and defeating the fascist threat. CPI(ML) has been boldly resisting this fascist danger ever since the alarming rise of the communal fascist forces three decades ago and today we have to intervene vigorously in the present electoral battle to give a crushing defeat to the fascist regime.

The journey of the last fifty years has steeled the CPI(ML)’s revolutionary resolve, expanded the canvas of the struggles and initiatives led by the Party and its allied network of mass organisations and enriched the vision of a people’s India dreamt by countless martyrs who sacrificed their all for freedom and democracy. Born in the fire of the historic Naxalbari peasant uprising, the CPI(ML) blazed a glorious trail right since its inception as waves of revolutionary struggles swept through large parts of rural India. In the face of a brutal military crackdown of the repressive state, the CPI(ML) ignited the dream of liberation of the people from all fetters of social oppression and scripted a heroic saga of resistance that unleashed unprecedented energy and initiative of the oppressed rural poor and revolutionary youth and workers. There are very few parallels in the history of the international communist movement and anti-colonial and imperialist struggles of a party facing so much repression right after its birth, losing its first two General Secretaries and dozens of central leaders and thousands of activists and yet rising from the ashes as the CPI(ML) has done.

Over these fifty years of revolutionary journey, the CPI(ML) has learnt a few basic lessons that have sustained the party through the most difficult of challenges and prepared it for today’s critical phase of resisting the fascist offensive. When we say that India’s march towards socialism will proceed through a people’s democratic revolution, it is not just a principle learnt from Marxist theory and international history. We have never had the luxury of taking democracy for granted. Even when the constitution and electoral democracy did not face the kind of fascist attack that the whole country is facing today, we had to fight for democracy at every step. In many parts of the country, our comrades from Dalit and other oppressed background have even had to win the right to vote through fierce struggles against dominant social forces and the state. Our comrades have continued to face false cases, unjust court sentences, extra-judicial killings and even massacres perpetrated by feudal forces and criminal gangs backed by ruling parties and the state even in periods when the fascist BJP has not been in power. We therefore know it from our everyday experience that democracy cannot be taken for granted as a gift promised by the Constitution and that democratic rights must be defended and deepened through relentless mobilisation and assertion of the people. The battle for democracy has thus been the lifeblood of the CPI(ML) which propels us forward in today’s decisive fight against fascism.

From its very inception the CPI(ML) has been rooted among the most oppressed and marginalised sections of the Indian society. The party was born with the clear understanding that agrarian revolution, with the landless labourers and poor peasantry at its helm, constituted the axis of people’s democratic revolution in India. The party’s close integration with Dalits and Adivasis and their quest for freedom from social oppression has thus been a congenital defining feature and this has been a source of immense strength and resilience to face every adversity. This has also enabled us to grasp the key questions of caste, class and gender in all their interconnections and develop a paradigm of class struggle that is never mechanical and compartmentalised but always alive to the quest for comprehensive social transformation and human emancipation. The twin goals of annihilation of caste and demolition of patriarchy are inscribed prominently on the CPI(ML)’s red banner of revolutionary social awakening.
By the time the CPI(ML) was born in 1969, the communist movement in India had already branched into two parties – CPI and CPI(M) – on the basis of a programmatic and tactical debate. The CPI(ML) sharpened this debate and has gone on to firmly establish itself as the inheritor of the glorious legacy of the communist movement and courageous torchbearer of the revolutionary spirit and vision against the backdrop of continuing economic changes and social, political and cultural churning in the country. Immediate slogans and forms of struggle have kept evolving and the party today is playing its role in a much wider arena including the state legislatures in Bihar and Jharkhand, boldly articulating the communist viewpoint and asserting the class independence of the communist movement in constant contention with the ruling classes. It is this firm adherence to communist principles and independent assertion of communist positions which distinguishes the CPI(ML) amidst the whole range of Left parties. Exclusive reliance on armed struggle has pushed a section of the Indian communist movement closer to anarchist formulations and practice and the CPI(ML) has also demarcated itself from this sectarian isolation.

Two lines from the last article of Comrade Charu Mazumdar helped the CPI(ML) recover from the setback of the early 1970s and revive and reorganise the movement under the inspiring leadership of CM’s successors as General Secretary, Comrades Jauhar and Vinod Mishra. “The interests of the people are the interests of the Party”, this crisp and concise formulation of Comrade CM in his last write-up has become a guideline for the CPI(ML) in its political analysis and conduct. This has helped the party to fight against the perils of parliamentary cretinism and inspired it to boldly uphold and serve the interests of the people in the face of all challenges. Comrade Charu Mazumdar had also drawn the attention of his comrades to face the repression campaign of the state by forging broad unity of the Left and other fighting forces and prepare in all earnest for the next upsurge of people’s struggle. This remarkable ability to identify and grasp the positive signs in the face of a major setback and rely on the people’s indomitable courage and strength to surge ahead has been the key to the party’s revival and expansion in the face of the Emergency and the subsequent assaults of private armies and criminal gangs in many of our areas of struggle. Till his unfortunate demise in December 1998, Comrade VM led this process of Party’s development and expansion in the face of the collapse of the Soviet Union and the aggressive rise of the communal fascist forces of the Sangh brigade.

2019 is the fiftieth year of the CPI(ML)’s foundation. This is also the centenary of Comrade Charu Mazumdar’s birth. The only way we can really pay our tribute to Comrade Charu Mazumdar and countless other martyrs from the founding period and all our leaders and comrades we have lost in subsequent years is by dedicating ourselves fully to their revolutionary mission and waging the ongoing battle for victory of democracy over fascism with all our strength.

Long live the Communist Party of India (Marxist-Leninist)!

Long live revolution!
Victory to the people!

Left Is Crucial To Defeating BJP in Bihar

(Press Release issued by CPIML at Patna on 23 March, 2019)
  • The Left has been kept out of the Mahagathbandhan, no lesson has been learnt from the betrayal of the 2015 people’s mandate and the failure of the alliance
  • The CPI(ML) will fight on 5 seats as earlier announced; keeping in view the goodwill gesture by RJD to leave one seat from its quota for the CPI(ML), we will leave one seat for the RJD as a reciprocal goodwill gesture
  • The CPI(ML) will support CPI in Begusarai and CPM in Ujiarpur and campaign in the remaining seats to defeat the BJP-NDA
The BJP today poses a grave danger for the country’s democracy, Constitution, people’s rights, and our composite culture. Circumstances demand that in view of this danger, each vote of the Opposition should be consolidated and the BJP should be given a sound defeat in the coming elections. But the way in which the Congress-RJD and other parties brought out the anti-BJP alliance yesterday keeping the Left out is not in accordance with the ground reality in Bihar and the need to consolidate anti-BJP votes. It appears as if no lesson has been learnt from the betrayal of the people’s mandate of 2015 and the failure of the alliance.
The CPI(ML) and the Left are established as a strong and principled force fighting incessantly against the BJP. The Left is also the voice of people’s struggles in Bihar. A strong Left presence would not only have strengthened the reliability of the Gatbandhan (alliance) but would also have secured extensive support from workers, farmers, students, youth, and democratic forces. The manner in which the alliance has allocated seats amongst themselves and ignored the Left and the seats where the Left has an obvious claim is not rational or justified. Also, this alliance is not indicative of the number-wise situation of Parties inside the Bihar Assembly and the expression of people’s struggles over the past two years. All these factors have weakened the possibility of consolidation of anti-BJP votes in Bihar. This has disappointed the extensive Left, democratic and progressive groups in Bihar. The CPI(ML) stands with their concern and wishes and will continue to do so in the future also.
Even earlier we had decided to contest from fewer seats so that anti-BJP votes should not get scattered. It should be noted that CPI(ML) had decided to contest from 6 seats, out of which we left the Valmikinagar seat. The remaining seats are Ara, Siwan, Karakat, Jehanabad, and Pataliputra. The RJD has offered the CPI(ML) one seat from its quota. We will also leave one of the above 5 seats for the RJD. Also, the CPI(ML) will support the CPI in Beguserai and the CPM in Ujiarpur, and will campaign for the defeat of the BJP-NDA in the remaining seats.
The CPI(ML) is organising a state-wide campaign with the slogans ‘Defeat BJP, Save the Country’ and Bhagat Singh-Ambedkar’ starting from 23 April (Bhagat Singh’s martyrdom day), through 31 March (Comrade Chandu’s martyrdom day), 13 April (centenary of the Jallianwala massacre) till 14 April (Baba Saheb Ambedkar Jayanti).

Christchurch Massacre and the Global Rise of Islamophobic and Far-Right Terror

The horrific murders of 50 people who were at prayer in two mosques in Christchurch, New Zealand by a white supremacist terrorist has left people across the world shocked, grief-stricken and angry. It has also confirmed that a global network of white supremacists is now a major international terrorist threat, all the more sinister because they are gaining not only inspiration but tacit approval from the US government and other far-right regimes.

Emergency vigils and protests were held around the world where speakers expressed their pain and sorrow at this massacre of defenceless people, many of whom had gone to New Zealand to escape war and brutality.  Those who lost their lives were Muslims from all over the world – as well as five from India, they originated from Egypt, Palestine, Bangladesh, and elsewhere. They were of all ages - a woman shielding her wheelchair-bound husband, an adoring grandfather who rescued many before he himself was killed, young children just three and four years old.

As well as these tributes, there has been an outpouring of anger at the corporate media - exemplified internationally by Newscorp owned by Australian media tycoon Rupert Murdoch - which with its vicious daily doses of Islamophobia and racism has nurtured the far-Right and amplified its messages. After Christchurch it has continued in the same vein by humanising not the victims but the killer - portraying him as having been an 'angelic boy' who was bullied at school.  In Britain, the BBC invited the white supremacist group Generation Identity to their Newsnight programme after the massacre and allowed them to present their world view.

This international corporate media, of course, speaks on behalf of, and in conjunction with, imperialism and global capital. It has been the standard bearer for the so-called War on Terror which was the pretext for US invasions in Afghanistan and Iraq, and subsequently for the ‘regime change’ rhetoric which sought to justify interventions in Libya and most recently Syria. These new colonial wars led to countless deaths of Muslim women, men and children, leaving their countries destroyed with infrastructure torn down and cities levelled. These wars were, needless to say, fought so that global capital could plunder the resources of these countries. At the same time they have established a global discourse of Islamophobia which has created the tropes of Muslims as terrorists, for example, no matter that there is now ample evidence that it was the US and its allies which created and funded terrorists from Al Qaeda to ISIS; or the trope of the brutal hyper-sexual Muslim male from whose clutches Muslim women were to be liberated by the white men of imperialism.

We have seen in recent years the emergence of a string of neoliberal fascist regimes whose leaders include Trump with his ‘Muslim ban’, Israel’s Netanyahu with his daily gloating over killings of Palestinians, Hungary’s Orban with his obsessive hatred for refugees, along with Modi. In each of these, specific ideologies of hate intersect with a more global Islamophobia. In each, fascist stormtroopers and semi-autonomous mass killers - like the Christchurch terrorist - are approved and assiduously nurtured.

Other leaders like the UK’s Theresa May follow close behind. May's government has imposed a so-called Hostile Environment policy which particularly affects migrants and refugees from the very countries destroyed by the War on Terror and more recently she has been revoking the citizenship of Muslims who have been born in Britain and lived there all their lives. Australia, the home of the Christchurch terrorist, is notorious for its violent Islamophobia and racism, exemplified by its offshore prisons where refugees are held in appalling conditions.

And though many people in New Zealand have expressed disbelief that such attacks could happen on their relatively liberal soil, the reality is that Muslims have been attacked there too by far-right thugs, and as Maori activists remind us, the country is steeped in racist white settler ideologies. Nevertheless, New Zealand Prime Minister Jacinda Ardern has shown strong leadership in her response to the massacre, first expressing genuine empathy and solidarity with the victims and survivors, epitomised in her phrase ‘they are us’, and subsequently taking decisive action to change gun laws and further calling for a global fight against racism and right-wing extremism.

Jacinda Ardern's response to the Christchurch massacre has been widely appreciated in India especially in stark contrast to the response shown by Indian governments to such shocking instances of terrorist attack, including the most recent incident in Pulwama where CRPF soldiers fell prey to a suicidal terror attack. Modi never really took responsibility for the huge security lapse that enabled the Pulwama attack nor did he show any of the exemplary leadership qualities that we have seen in the New Zealand PM's post-Christchurch intervention and articulation. Modi's reluctance to condemn the Christchurch attacks, (despite the loss of Indian lives), which starkly contrasted with his usual alacrity in personally tweeting about terror attacks worldwide, has also been quite apparent. But then we know what can be expected of the Modi government, for we cannot but remember how as Gujarat Chief Minister, Modi himself had personally overseen one of the most horrific episodes of large-scale anti-Muslim violence in India’s history, and how during his tenure as India's PM since May 2014 he has systematically nurtured and promoted hate and violence against the Muslim community, Dalits, and all dissenting voices, and helped perpetrators of terrorism against Muslims and rationalists evade conviction.

 Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006,(FRA)

War On Adivasi Communities and Forests Rights
Modi Government Must Issue Ordinance
To Stop Eviction Of 20 Lakh Adivasi
Households
In a shocking order that amounts to the judicial subversion of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, (FRA) a three-judge bench of the Supreme Court on February 20 ordered the time-bound eviction of all those families whose claims under the Forest Rights Act had been rejected by the authorities. All state governments are required to comply with this order, as a result of which some nearly 20 lakh adivasi households countrywide face eviction.
It is the Modi Government’ silence in court that allowed this shocking crime to get judicial sanction. The Modi Government’s lawyers remained silent spectators in court, failing to defend the adivasis’ rights to forests. The petitioners on whose PIL the SC passed this order - Wildlife First, Nature Conservation Society and Tiger Research, and Conservation Trust, NGOs which are headed by retired forest officials with a deeply entrenched hostility to forest dwelling communities - have declared that every single claimant whose claim has been rejected under this law is a "bogus claimant." As the Forest Rights Campaign for Survival and Dignity,a broad coalition of forest rights movements, has observed: “This flies in the face of the government's own findings, which state that many rejections were illegal and not in accordance with law. The petitioners then go on to contradict their own statement by saying that 14,77,993 claims were 'rejected' at the gram sabha level (in practice these rejections are often illegal interventions by forest officials); but any such rejection at the gram sabha level, by definition, can be appealed twice and can hardly be considered final. The petitioners expect that an oppressed, marginalised and often illiterate population, facing opposition from a forest bureaucracy riddled with corrupt officials, should be able to prevail on every claim they file - and if not should lose their lands, homes or livelihoods.”
Ironically the petitioners had not demanded eviction of adivasis; they had challenged the constitutionality of the FRA. But the SC ordered eviction - a relief which had not been sought and on which the affected parties were not even given a chance to respond - without holding the FRA to be unconstitutional!
It has been well established that the adivasi communities are in fact crucial to conserving forests and wildlife. The SC order (in which the Modi Government is complicit) is basically paving the way for corporate grab of forest lands and a large scale humanitarian crisis for 20 lakh adivasi families.
The hostility of the Modi Government to the dalits and adivasis is proved over and over again. The Modi Government had failed to defend the SC/AT (Prevention of Atrocities) Act from dilution by the Supreme Court, and only passed an ordinance later following countrywide protests in which BJP state governments jailed Dalit protestors en masse. The BJP Government of Jharkhand has already been trying its best to undermine the Chhotanagpur Tenancy (CNT) and Santhal Pargana Tenancy (SPT) Acts in the state, and has unleashed police firing on adivasis protesting these moves or resisting land grab.
We demand that the Modi Government immediately issue an ordinance to prevent eviction of adivasis and forest-dwellers whose claims under FRA have been rejected.
