Modi's and Raje's Deafening Silence Over Alwar Mob Lynching
Murderous attacks on Muslims by Hindutva mobs in the name of ‘cow protection’ – or other pretexts - have become grimly ‘normal’ in the past three years of Modi rule. A spate of statements by leaders of the BJP Government as well as a series of measures by BJP-led Governments to crackdown on beef and meat production and consumption have served as tacit green signals for these attacks.
In the 2014 Parliamentary election campaign, Narendra Modi himself sought votes by stoking sentiments against animal slaughter and the meat industry, which he termed ‘pink revolution.’ In 2015, BJP Governments in Maharashtra and Haryana banned beef. Soon after, the lynch mob murders gained momentum. Following the formation of the Adityanath Government in Uttar Pradesh and its crackdown on slaughterhouses, the attacks in the name of ‘cow protection’ have once again gained momentum.
In 2015, 60 year-old Abdul Ghaffar Qureshi was killed in Birloka village in Rajasthan's Nagaur district after social media was used to spread rumours accusing him of slaughtering 200 cows for a feast. In 2015, Akhlaque was lynched to death at Dadri on the allegation that he had killed a cow and stored beef in his fridge; his son was grievously injured. Soon after, Noman Khan was lynched to death by a mob at Shimla that accused him of ‘cow smuggling.’ In 2016, cattle trader Mohammad Majloom and 12-year-old Inayatullah Khan were lynched to death and hung from trees in Latehar – again by a mob claiming to ‘protect cows.’ Similar mob attacks and killings have taken place at several places. In 2016, Meo Muslim families in villages in Alwar, Rajasthan were victims of mob attacks following rumours that they were slaughtering cows. On that occasion, police did not arrest the assailants, but instead arrested several of the Muslim men.
And now at the same Alwar in 2017, a dairy farmer Pehlu Khan, returning to Haryana after buying cows at the Jaipur cattle market, was lynched to death by a mob accusing him of smuggling cows for slaughter. Another dairy farmer and cattle trader Azmat suffered a spinal injury at the hands of the same mob.
There have also been several incidents of attacks on Dalits by cow-goons. In 2016, a Bajrang Dal mob attacked a Dalit family in Karnataka accusing them of storing beef in their house. The same year, several Dalit men, employed to skin a dead cow, were stripped and thrashed by a mob at Una in Gujarat.
There have been lynch mob killings on other pretexts as well: recently a Muslim man was lynched to death in Jharkhand because he was in a relationship with a Hindu girl; in 2014, a techie Mohsin Shaikh was lynched to death by a Hindu Rashtra Sena mob; in 2015 an unidentified Muslim man was lynched to death in Kanpur after it was rumoured that he was a Pakistani spy.
After the Alwar lynching, as after Dadri, several senior BJP leaders rushed to justify the killing. Rajasthan Home Minister Gulab Chand Kataria claimed that the victims were as responsible for the Alwar attack as the assailants. In other words he accused Pehlu Khan of smuggling cows illegally in spite of the fact that Khan had all the necessary legal documents to buy and transport cows. Central Government Cabinet Minister Mukhtar Abbas Naqvi declared in Parliament that the Alwar lynching incident had simply not taken place.
Meanwhile, Prime Minister Modi and Rajasthan Chief Minister Vasundhara Raje maintained complete silence on the Alwar lynching. Modi and Raje both managed to tweet condolences for the victims of the terror attack in far-away Stockholm, but said not a word on the murderous terror unleashed by cow-goons on their own watch. Modi has not always been silent on victims of cow-goon attacks. Following the attack on Dalits at Una, he made an emotional appeal – ‘Shoot me, kill me but don’t attack Dalits.’ Why does he make no such appeal after the Alwar lynching? The answer is clear: Modi and the BJP are cynically conscious of their wish to woo Dalit votes. They not only feel no need for Muslim votes, they are eager to isolate Muslims and try and disrupt any Dalit-Muslim solidarity.
Those accused in the Alwar lynching include young ABVP leaders from local colleges. A Jaipur-based henchwoman of a cow-goon mob, ‘Sadhvi’ Kamal Didi, who recently organized an attack on a Jaipur hotel-owner after fuelling beef-sale rumours, has declared that the Alwar lynch mob members are heroes like Bhagat Singh and other freedom fighters. Those taking human lives in the name of protecting the sacred cows in Modi’s India are shamelessly trying to cloak their crimes in Bhagat Singh’s legacy, deliberately erasing the fact that Bhagat Singh himself had written, “human life should matter more than the lives of animals but in India, men break each other’s heads in name of ‘sacred animals’.”
The sheer hypocrisy of the RSS demand for a nationwide ban on cow slaughter and beef consumption, and BJP’s rhetoric over cow slaughter is exposed by the fact that BJP leaders in Kerala seek votes promising “good quality beef,” while its governments in Manipur and Goa acknowledge that beef consumption is part of the food culture in those states and cannot be banned. How can the cow be a ‘mother’ in some states whose alleged killing is license for murder, while the same cow is ‘part of the food culture’ in some other states? In any case, it is clear that not a single one of the victims of the cow-goons actually slaughtered cows or ate beef – they were killed for being Muslim in Modi’s India.
After Alwar, a nomadic family has been attacked and their cattle robbed by the cow vigilante goons, and in Delhi, Muslim men transporting cattle were badly thrashed by members of Cabinet Minister Maneka Gandhi’s NGO People For Animals.
Cow-protection vigilante mobs must be banned forthwith, and police officials found collaborating with these mobs must be sacked. The right to diversity and democracy in every aspect of culture including food culture must be respected in India. Above all, there can be no excuse for the slaughter of human beings on any pretext – least of all on the pretext of killing or consuming an animal.

CPI(ML) CC Call on the 48th Anniversary of Party Foundation

At the end of the first quarter of 2017 we are faced with a very challenging situation. The Trump Administration has taken over the reins of power in America unleashing unbridled despotism, racism and xenophobia. While Muslims from several countries are being debarred from visiting America, immigrants in general are being subjected to escalating racist attacks. Large sections of American people are however up in arms against this misogynist and racist despot. As a loyal junior partner of the American camp, the Modi government is however all praise for the Islamophobic Trump regime even as growing racist anti-immigrant hatred in Trump’s America claims Indian lives and subjects Indians to growing insecurity and humiliation.
Indeed, Trump and Modi are being seen today by the whole world as belonging to the same league of despotic rulers who are cashing in on the growing sense of insecurity among the people and the deepening economic crisis and instability caused by corporate globalization to unleash an all-out fascist offensive on the institutions and principles of democracy. The recent round of Assembly elections provided yet another glaring example of the true nature of the Modi regime. During his extensive election campaign in UP, Modi quite tellingly moved away from his 2014 script of ‘development’ to indulge in a blatant communal discourse pitting cremation grounds against graveyards and even comparing the supply of electricity during Muslim and Hindu festivals.
And now the BJP has gone ahead to unleash Yogi Adityanath, one of the most virulent advocates of anti-Muslim violence and persecution and a veritable kingpin of saffron terror, as the Chief Minister of UP. Also, in spite of being voted out in Goa, and finishing second in Manipur, the BJP has usurped power in both the states through horse-trading. The choice of Yogi Adityanath as the CM of UP clearly shows that the BJP now feels confident to aggressively push for its core agenda of converting India into a Hindu Rashtra. True to Modi’s deceptive ‘Achchhe Din’ demagoguery, the present juncture has however been designated as the foundation of ‘New India’.
We have long been used to being told by rightwing Indian liberals that people like Yogi Adityanath and Sakshi Maharaj constituted only a fanatic fringe of the BJP mainstream and that the latter was all about ‘nationalism’ and ‘development’. With Adityanath as UP CM we now know that this dichotomy of a core and a fringe, of development versus communalism, is sheer political fantasy. It will however still be a folly to miss the crucial fact that even while indulging in some not-so-veiled communal rhetoric, Modi fought the UP elections in his own name invoking ‘SabkaSaath, SabkaVikas’ (inclusion and development of all) as the central theme, carefully avoiding projecting someone like Adityanath as the prospective CM face of the party.
Inflicting Adityanath as the CM of UP is indeed a sinister manipulation of the UP mandate. Instead of interpreting the UP mandate as a vote for the kind of rabid communalism that Adityanath has made his trademark, we must take into account the diverse factors that have combined to produce such a landslide victory for the BJP. There was an understandable clamour for a change of government in UP and the belated seat-sharing arrangement between a discredited and beleaguered SP and a marginalised Congress was in no position to arrest or reverse this compelling mood of the common voter. It must also be acknowledged that the BJP managed to cobble a much wider social coalition than the SP or BSP. But it is a social coalition that conspicuously excludes the Muslim community and attempts to restore the supremacy of upper caste power groups.
Propagandists of the BJP are trying to use the UP mandate as a popular vindication of demonetization. It is true that demonetization has not adversely affected the BJP’s poll prospects in UP, but viewed together with the results from Punjab and Goa, the Assembly elections cannot be said to have vindicated demonetization. The fact is there is still a lot of illusion about the efficacy of demonetization as a measure against black money and corruption, and Modi has also managed to create a buzz with his new-found pro-poor posturing. But as demonetization-induced depression takes a toll of the income and livelihood of the millions working in agriculture and the wider informal economy and the Modi government dismantles whatever welfare framework India had developed over the years, replacing subsidies with cash transfers and subjecting the people to the intrusive surveillance of the biometric Aadhaar card and the vagaries of the market, the poor will definitely have to fight back and settle theirscores with the Modi regime in the coming days.
The stunning scale of the BJP’s victory in UP and the subsequent nomination of Adityanath as the CM of UP have definitely caused deep anxiety among democratic forces across India. Doubts of a possible EVM fraud are being raised from certain quarters. While demanding the mandatory provision of voter verified paper trails to minimize possibilities of EVM fraud, we must however focus on weakening the social mobilization of the saffron brigade. There will obviously be a lot of talk about the need to form the broadest possible electoral coalition to unite the remaining 60%, but we must realise that it is futile to think of overcoming a fascist threat merely on the strength of electoral arithmetic. The experience of the three elections since 2014 in which the BJP has been emphatically defeated – Delhi, Bihar and Punjab – has one common message, all the three states have been marked by sustained powerful struggles of the people.
Indeed, this is the biggest lesson that we must draw from our own experience of combating the Modi Raj since 2014. Undeterred by the massive victory of the BJP under Narendra Modi in the 2014 elections, India has been fighting back on every front. In the wake of the UP elections, the resistance must only be intensified. As we observe the 48th anniversary of the foundation of the CPI(ML) we must summon all our strength to this end.

Reassert Dr Ambedkar’s Vision For India
As we approach the 126th Birth Anniversary of Dr BR Ambedkar, we can see how Dr Ambedkar’s call to ‘Educate, Agitate, Organise!’ is under an all-round attack by the Modi-led Central Government and other State Governments, which are instead replacing that call with the motto of ‘Exclude, Alienate, Oppress.’ At the same time we repeatedly see attempts by the Prime Minister Narendra Modi to cynically appropriate and distort the legacy of Dr Ambedkar to “synchronize” it with the Hindutva agenda of the RSS.
In the latest instance of the Central Government’s offensive against students, students of Panjab University, Chandigarh who were protesting steep fee hikes have been subjected to a brutal lathicharge by the Chandigarh Police. The Chandigarh Police also slapped sedition charges on 66 students, though it reportedly withdrew those charges subsequently. The Chandigarh Police comes under the Home Ministry, indicating that the assault on students comes with the approval and on the orders of the Modi Government.
Meanwhile, the attack on other Universities continues unabated, with massive seat cuts in MPhil/PhD research seats in JNU and other Universities; steep cuts in fellowships and scholarship; and the attempted disintegration of the largest Central University, Delhi University to make way for self-financing “autonomous” colleges.
Meanwhile SC/ST students in schools all over India are being subjected to caste, class and gender atrocities. There are moves to forcibly saffronise education in UP, Assam and other BJP-ruled states. Teaching is being contractualised and casualised.
Dalits all over India are facing attacks for asserting their rights to homestead and agricultural land. Workers are being jailed for unionizing and organizing. Human rights activists who act as conscience keepers of a democracy are being branded as ‘anti-national’ and facing attacks ranging from jail, murder, false cases and organized campaigns of abuse and slander. Dr Ambedkar’s legacy as a fierce defender of the rights of workers and of civil liberties is one that the Government’s eulogies will seek to suppress – but it is one that inspires and empowers trade union and civil liberties activists today.
In an outrageous insult to Dr Ambedkar, the intrepid fighter against Manuvad who burnt the Manusmriti, Narendra Modi in 2007 wrote a eulogy for RSS founder Golwalkar in which he referred to Ambedkar as the ‘modern Manu.’ Indeed, Modi and the RSS try to empty Ambedkar of his own ideas and vision, and equate him with the RSS’ philosophy of ‘Samajik Samrasta’ (Social Harmony) which is a rationalization of the existing caste and gender hierarchy.
With Modi as PM and Yogi Adityanath as UP CM, the BJP is trying hard to speed up its attempt to turn India into a Hindu Rashtra (Hindu Nation). Dr Ambedkar had seen this danger long ago and warned in 1945 that “If Hindu Raj does become a fact it will no doubt be the greatest calamity for this country. It is a menace to liberty, equality and fraternity. On that account it is incompatible with democracy. Hindu Raj must be prevented at any cost.”
As the Sangh-supported mobs, protected by BJP Governments go on a spree of lynching Muslims and Dalits on the pretext of ‘protecting the cow’, and the RSS and BJP leaders like Venkaiah Naidu falsely claim Constitutional sanction for a nationwide ban on beef, it is important to reiterate Ambedkar’s historical approach towards the question of the beef taboo. Dr Ambedkar traced the links between untouchablity and the Brahminical taboo on eating beef: “There is no community which is really an Untouchable community which has not something to do with the dead cow. Some eat her flesh, some remove the skin, some manufacture articles out of her skin and bones.”
Last year, following the assault by a Hindutva mob against Dalits in Una on the pretext of ‘cow protection,’ Modi had belatedly sought to contain Dalit anger against the BJP by making an impassioned appeal, “Shoot me, kill me but don’t attack Dalits.” Contrast this appeal with the resounding silence of the Prime Minister as well as Rajasthan Chief Minister on the Always lynch mob murder of Pehlu Khan, both of whom managed to tweet their shock and sorrow on the far-away terror attack in Stockholm! The message of such selective speech and selective silence is a cynical one: the BJP is keen to attract Dalit votes while it wishes to subtly signal its support for the slaughter of Muslims.
Dr Ambedkar was no advocate of blind nationalism that brands all criticism and dissent as ‘anti-national.’ He stood for a constant striving to acknowledge, confront and resist the deep social and economic inequalities that undermined India’s democracy. For today’s movements that seek to expand and defend India’s democracy, it is imperative to resist the RSS-BJP’s attempts to appropriate Dr Ambedkar, and to assert the struggles to educate, agitate and organize for a better, more democratic India.
