CPI(ML) General Secretary Visits Pratapgarh
On 19th June, CPI(ML) General Secretary Dipankar Bhattacharya along with CPI(ML) Politburo member Prabhat Kumar and Rajasthan State Secretary Mahendra Choudhury and Udaipur District secretary Chandradeo Ola and other Left leaders including veteran CPI leader and former MLA Com. Meghraj Tabad and Udaipur district secretary of CPI(M) Com. Mohanji Khokhawat and Comrade Tejki Bai, AIPWA Udaipur district secretary, visited the home of Comrade Zafar Hussein who was lynched to death on June 16th for resisting violence against women in the name of the Swacch Bharat campaign.
The team visited Comrade Zafar's home in the Bagwasa Kachchi Basti in Pratapgarh and met Comrade Zafar's brother Nur Muhammad, his wife Rashida and daughters Rukhsar and Sabaz who are determined to fight for justice.
The team was told by Comrade Zafar's family and neighbours that on 14th June Comrade Zafar had led local women to the District Collector's office to raise the issue of public shaming and sexual harassment in the name of curbing open defecation and to demand that government officials be restrained from disturbing people defecating in the open till community toilets are constructed in the Basti. But the DC refused to meet them.
Local CPI(ML) activist Shivlal Meena said that on 15th June Com. Zafar led a delegation to the Municipal Commissioner Ashok Jain who also refused to hear them out. Sabaz also recollected how the chairman of the Pratapgarh municipality, Kamlesh Dosi of BJP, tore away the memorandum and asked them to get the colony ready for eviction.
The Commissioner, who refused to meet the delegation at his own office, was however present next morning at the Kachchi Basti instigating his men against Zafar, who was beaten to death for trying to stop the Commissioner and his men from taking photos and videos of women in a state of undress while defecating.
The Municipal officials, to deflect from their own guilt, have filed false cases against the victim Comrade Zafar himself, booking him for 'obstructing' them in the performance of their duty. This follows the pattern of other lynching cases in which Pehlu Khan, Akhlaque and others had false cases filed against them.
Comrade Rashida, Zafar's wife, has rejected a Rs 2 lakh cheque offered by the district administration and demanded justice instead. Comrade Zafar's family is facing physical threats to coerce them to withdraw the case. The Kachchi Basti itself is in danger of eviction, though its residents, led by Comrade Zafar, had been fighting for regularization since 1985.
Comrade Dipankar and other Left leaders then held a meeting of the local people and saluted them for their courageous resistance and pledged full support for the battle for justice for Comrade Zafar. 'The martyrdom of Comrade Zafar', said Com. Dipankar, 'will inspire communists and other activists of people's struggles across the country to resist the forces of fascism and win full rights and dignity for the toiling people of India.'
On 20th June, a protest march demanding justice for Zafar was held in Jaipur. The protest march started from CPI (ML) State Office and culminated at Shahid Smarak where a protest meeting was addressed by various leaders of left parties and activists of other people's movements. Slogans were raised during protest march against the Vasundhara Raje Government, demanding immediate arrest of Nagarpalika Commissioner Ashok Jain who instigated Nagarpalika Karamcharis to attack Zafar Khan.
The meeting was addressed by CPI(ML) General Secretary Dipankar Bhattacharya, Rajasthan State Secretary Mahendra Choudhary, CPI(M) District Secretary Soumitra Chopra, CPI leader Narendra Acharya, AIPWA activist Manju, Kavita Srivastava of PUCL, Phoolchand Dhewa of CPI(ML) as well as other activists including Harkesh Bugalia and Sawai Singh.

Press Release by CPI(ML) New Delhi, 16 June 2017.
CPI(ML) Activist Zafar Lynched to Death in Rajasthan For Resisting Photography and Videography of Women Defecating In Open In the Name of Swacch Bharat Campaign

Early in the morning on 16 June 2017, Comrade Zafar Hussein, an activist of CPI(ML) in Pratapgarh, Rajasthan, was kicked, punched and beaten to death by karamcharis of the nagarpalika (municipality) at the instigation of Nagar Parishad commissioner Ashok Jain when he resisted their attempts to take photographs and videos of poor women from the Bagwasa Kachi basti who were going to defecate in the open. Such photography and videography of women defecating is a clear instance of sexual harassment against women. This incident has yet again established how the Swachh Bharat campaign too is becoming an excuse for lynch mob attacks and attacks on women's dignity and rights.
Comrade Zafar himself had submitted a memorandum to the Nagar Parishad some days back protesting against the campaign of public shaming and bullying of women for defecating in the open. In the memorandum he had demanded community toilets and repairing of the non-functional public latrines constructed under the Swacch Bharat campaign. He had also unsuccessfully sought to submit the memorandum to the DM who had refused to accept it.
We demand that the Nagar Parishad Commissioner Ashok Jain and others named in the FIR lodged in Comrade Zafar's murder case be arrested and speedily punished. We demand that the Central Government and all State Governments officially declare public shaming and lynch mob tactics in the guise of Swacch Bharat campaign to be illegal and punish officials promoting the use of such tactics.
The drive to end open defecation cannot proceed on the basis of inflicting indignities on the poor and helpless people who have no access to private or public toilets. The present strategy of ODF campaign is giving rise to corruption, fake claims and public humiliation of deprived people. Governments must reverse this draconian strategy and unleash a positive campaign popularizing toilet use, with a focus on construction of toilets, assured availability of water, and proper arrangements for toilet-cleaning.
All over the country, sanitation workers are fighting for their dignity and rights against oppressive and inhuman working conditions. It is highly unfortunate that the Rajasthan Government, which denies sanitation workers their due rights, used them as fodder in the public shaming and lynching campaign on the pretext of Swacch Bharat.
We appeal to all the forces struggling against mob lynching, for women's rights and dignity, and for sanitation workers' rights, to unite in the struggle for justice for Comrade Zafar.
We salute Comrade Zafar's lifetime of activism as a Central Executive Member of the All India Construction Workers' Federation and a member of the CPI(ML)'s Pratapgarh district committee. Comrade Zafar gave up his life to uphold and defend the dignity of women who were at the receiving end of the draconian Swacch Bharat campaign.

Their Design of ‘Rule by Fear’ versus Our Right to ‘Freedom from Fear’

Their Design of ‘Rule by Fear’ versus Our Right to ‘Freedom from Fear’

An economy in deep crisis and a government on a rampage. Modern history will tell us that this dangerous combination often presaged a definitive eclipse of democracy in many countries. India 2017 is faced with precisely such an ominous juncture.
The GDP growth rate, the statistic that is most often flaunted by politicians in power and establishment economists, has been on a steady decline for the last four successive quarters. At 6.1% in the last quarter (the first post-demonetisation quarter), the Indian economy lagged significantly behind the Chinese economy which grew at 6.9%, thereby clearly belying the ‘fastest growing economy in the world’ claim that the BJP leaders are so fond of making. Per capita income growth rate in real terms slowed down to 5.7% in FY2016-17 compared to 6.8% in the previous year.
Employment generation has hit an all time low with even the IT sector now reporting huge layoffs across the board. The government can only offer some fake explanations – like describing GDP decline as the wiping out of black money or passing off the growing non-availability of jobs as ‘voluntary unemployment’ – but nothing to bring about any improvement in the situation.
Meanwhile, it is working overtime to divide the people and suppress dissent by all possible means. Soon after the BJP came to power in May 2014, we saw a sudden mushrooming of so-called cow protection gangs. From Dadri to Latehar and Una to Alwar we saw these gangs beat up and kill people with utter impunity, sometimes in the middle of the night, often in broad daylight. With the arrival of Yogi Adityanath as the CM of UP, the state openly started throwing its full weight behind the cow vigilante groups, legitimising cow terrorism as the latest stream of saffronised state terrorism. In the name of shutting down ‘illegal’ slaughterhouses, a veritable ban was imposed on the sale and consumption of meat in Uttar Pradesh. And now the central government has chipped in with its order of sweeping restrictions on cattle trade across the country.
The ban on cattle trade has been ordered by the Ministry of Environment, Forest and Climate Change in the name of prevention of cruelty to animals and regulation of livestock markets. It says cattle can be traded only with valid documentary evidence to prove that the cattle will be used for agricultural purposes. This goes against the judicially validated established practice that treats non-milch non-draught cattle as being fit for slaughter. Even now, the ban will be selective as cattle-slaughter will continue unabated in the big export-oriented firms and only the poor, mostly Dalits and Muslims, who earn their livelihood from the production and sale of meat or from the tanneries and leather industry will be badly affected. The poor will lose their only affordable source of protein, and farmers depending on the livestock economy will also be adversely affected. Yet the BJP is bent upon imposing this ban as it serves its agenda of communal polarisation and Brahiminical domination.
And to impose this agenda, the government seeks to rule by fear. Almost every day, we come across examples of ministers and officials instilling fear in the name of governance. In Kashmir, we saw this horrendous case of a citizen being strapped to the bonnet of an Army jeep. Major Leetul Gogoi, the brain behind this humiliating violation of human dignity, was given the Army Chief’s ‘Commendation Card’ for his ‘sustained efforts’ in counter-insurgency operations. And when debates sharpened on the subject, the Army Chief made a public statement invoking the theory of ‘fear’.
Now that historian Partha Chatterjee has described this as the 'General Dyer moment' of the Indian Army, recalling the arguments offered by Reginald Dyer, the infamous Brigadier General of the British Army in support of the Jallianwala Bagh massacre, the pro-establishment propagandists have begun to hound the Professor and the news portal for publishing this ‘audacious’ comparison. But it is precisely the theory of ‘fear’ as the basis of governance and the treatment meted out to fellow citizens as ‘prisoners of war’ which have prompted this comparison and by attacking Professor Chatterjee and The Wire magazine the establishment is only validating such a comparison.
The similar contempt for democracy and reliance on fear could be seen at work at the CBI raid on NDTV premises. It was alleged that the NDTV promoters owed a private bank Rs 48 crore, an allegation that turned out to be utterly false. But the very fact that the CBI considers this as a fit case for conducting a raid while Vijay Mallya sits pretty in London after a known case of default of Rs 9,000 crore and Gautam Adani owes as much as 72,000 crore to Indian banks exposes the utter hypocrisy of the government. The raid on NDTV is nothing but a desperate attempt at silencing dissent and destroying whatever semblance of media autonomy still survives in India. We have not forgotten the one-day ban (November 8, 2016) on the Hindi channel of NDTV that the government had to withhold in the face of powerful protests by the press and the civil society. It is the same logic of ‘rule by fear’ that has now claimed the lives of five farmers at Mandsaur in Madhya Pradesh in police firing.
If rule by fear is the cornerstone of Sangh-BJP school of governance, freedom from fear was central to the vision that guided India in the freedom movement. Tagore put it eloquently in his invocation of India as a land ‘where the mind is without fear’. Some four decades ago we had seen another leader try and rule this country by fear. India did not brook that reign of fear and terror, and the restoration of democracy at the end of those nineteen months of nightmarish Emergency remains a high point in the history of post-Independence India. If Modi and Yogi and their gangs and propagandists think they can rule India in the twenty first century by instilling fear and stirring up hatred they could not be more mistaken.
