മിഴ്നാട്ടില്‍ സി  പി ഐ (എം എല്‍ ) ഒക്ടോബര്‍ 30 നു കൂടംകുളം ആണവ നിലയ വിരുദ്ധ ദിനം ആചരിച്ചു. തിരുനെല്‍ വേലി ,കോയമ്പത്തൂര്‍ , തഞ്ചാവൂര്‍, സേലം, ചെന്നൈ എനീ നഗരങ്ങള്‍ കേന്ദ്രീകരിച്ചു പാര്‍ട്ടിയുടെ നേതൃത്വത്തില്‍  നടന്ന പ്രതിഷേധ റാലികളിലും പ്രകടനങ്ങളിലും കണ്‍വെന്ഷനുകളിലും  പൊതുയോഗങ്ങളിലും തൊഴിലാളി യുവജന വിദ്യാര്‍ഥി സ്ത്രീ സംഘടനകളില്‍ പെട്ട നൂറു കണക്കിന്  ജനങ്ങള്‍ അണിനിരന്നു.
തിരുനെല്‍വേലി റയില്‍വേ സ്റ്റേഷന്‍ പരിസരത്ത് നടന്ന പ്രതിഷേധ പ്രകടനം നയിച്ചത് പാര്‍ട്ടി ജില്ലാ സെക്രെടരിയും  സംസ്ഥാന കമ്മിറ്റി അംഗവും ആയ ടി ശങ്കര പാണ്ട്യന്‍ ആയിരുന്നു. സംസ്ഥാന സെക്രട്ടറി സഖാവ് ബാല സുന്ദരം, ജില്ലാ നേതൃത്വത്തിലെ  മുന്‍ നിര
യിലുള്ള പ്രവര്ത്തകര് എന്നിവര്ക്ക് പുറമേ ബഹുജന സംഘടനകളില്  പ്രവര്ത്തിക്കുന്ന അനേകം വ്യക്തികളും പ്രകടനത്തില് അണിനിരന്നു.
ആള്‍ ഇന്ത്യാ പ്രോഗ്രെസ്സീവ് വിമന്‍സ് അസ്സോസ്സിയേഷന്‍ (AIPWA ) സംസ്ഥാന പ്രസിഡണ്ട്‌ തേന്മൊഴി, AICCTU വൈസ് പ്രസിഡന്റ്‌ G രമേശ്‌, മേരി സ്റ്റെല്ല, എസ്  എം അന്തോണി മുത്തു , സി. പൊന്‍രാസു, എന്നീ സഖാക്കള്‍  ഉള്‍പ്പെടെ തിരുനെല്‍വേലി ,വിരുതനഗര്‍ , തൂത്തുക്കുടി ,കന്യാകുമാരി ജില്ലകളില്‍നിന്നും എത്തിയ  നൂറു പേര്‍ അടങ്ങിയ ഒരു പ്രതിനിധി സംഘം ഇടിന്തകരൈ യില്‍ എത്തി കൂടംകുളം ജനകീയ നിരാഹാര സമരത്തിനു പിന്തുണ നല്‍കി. കൂടംകുളം സമരം യൂ പീ എ സര്‍ക്കാര്‍ കേന്ദ്രത്തില്‍ അനുവര്‍ത്തിക്കുന്ന  സാമ്രാജ്യത്വ അനുകൂല നയങ്ങള്‍ക്കെതിരെയുള്ള ജനകീയ പോരാട്ടത്തിന്റെ ഭാഗമായതിനാല്‍ അത് ഇന്ത്യയുടെ സമരം ആണെന്ന് CPI (ML ) സംസ്ഥാന സെക്രട്ടറി ബാല സുന്ദരം ചൂണ്ടിക്കാട്ടി.
അതെ ദിവസത്തില്‍ കോയമ്പത്തൂരില്‍ നടന്ന AICCTU ജില്ലാ സമ്മേളനത്തിന്റെ ഭാഗമായി പ്രികോള്‍ അടക്കമുള്ള ഏതാനും  ഫാക്ടറി കളില്‍നിന്നും ഒത്തു ചേര്‍ന്ന എഴുനൂറോളം തൊഴിലാളികള്‍ കോരിച്ചൊരിയുന്ന മഴയത്ത് നടത്തിയ പ്രകടനത്തില്‍ കൂടംകുളം സമരത്തിനു അഭിവാദ്യം അര്‍പ്പിച്ചു മുദ്രാവാക്യങ്ങള്‍ ഉയര്‍ത്തി. പ്രികോള്‍ യൂണിയന്‍ പ്രസിഡന്റ്‌ കൃഷ്ണ മൂര്‍ത്തി, പോളിറ്റ് ബ്യൂറോ മെമ്പര്‍ എസ് കുമാരസ്വാമി, ജില്ലാ സെക്രട്ടറി ബാല സുബ്രമണ്യം , AICCTU സംസ്ഥാന ജനറല്‍ സെക്രട്ടറി എന്‍ കെ നടരാജന്‍, എല്‍ എം ഡബ്ല്യൂ  യൂണിയന്‍ പ്രസിഡന്റ്‌  ആയ ചന്ദ്രന്‍, എന്നിവര്‍ സമ്മേളനത്തെ അഭിസംബോധന  ചെയ്തു.
ചെന്നൈ യില്‍ ഹ്യുണ്ടായ് , TIDC, MRF, CUMI, KCCDH എന്നീ ഫാക്ടറി കളില്നിന്നുള്ള തൊഴിലാളികളും AISA ,RYA  എന്നീ വിദ്യാര്ഥി യുവജന സംഘടനകളിലെ പ്രവര്ത്തകരും അടങ്ങുന്ന 150 ഓളം പേര് കൂടംകുളം ആണവ നിലയ വിരുദ്ധ ദിനം ആചരിച്ചു .

Koodankulam Resistance and Kalam's Propaganda

 

The Koodankulam struggle, which has gained tremendous momentum and support in the past few months, reflects the new awareness and questioning among people – in India and globally – regarding nuclear energy, following the Fukushima disaster. The struggle, if successful, will not just prevent the installation of the Koodankulam Nuclear Plant. The UPA Government well knows that the movement's success will challenge the entire nuclear expansion programme planned by the UPA Government in the wake of the Indo-US Nuke Deal.

 

A mass indefinite hunger strike by villagers of coastal districts of Tamilnadu (Thoothukudi, Tirunelveli and Kanyakumari) had forced Tamilnadu CM Jayalalitha to distance herself from the plant. Jayalalitha, during the NDA regime at the Centre had herself supported the project. Now, she has sensed that such support might take a large political toll – and has chosen to let the UPA Government at the Centre bear the political burden alone.

 

The UPA Government, prevented by the villagers from proceeding with the installation which was scheduled to take place in October, set up an expert panel to look into the safety concerns being raised by the protestors. But this exercise appears to be one of empty placation, which has failed to answer any of the serious issues being raised by local villagers. The 'expert' scientists' assurances having little effect, the NPCIL (Nuclear Power Corporation of India Ltd) Chairman S K Jain fell back on the absurd and communal accusations of a 'foreign/missionary hand' backing the protests! These crude attempts to divide the movement on communal lines and alienate Hindu villagers from the Christian ones has failed entirely, however.    

 

In a desperate attempt to discredit the movement and erode the wider appeal and sympathy it commands across Tamilnadu and the rest of the country, the nuclear establishment and the UPA Government have roped in former President, APJ Abdul Kalam with his image as a technocrat in India's nuclear establishment. In 2008, too, Kalam had been deployed by the UPA Government in a bid to lend some credibility to the Indo-US Nuke Deal.

 

Kalam's plank has been, mainly, an emotive appeal on nationalistic-chauvinistic lines, with a thin veneer of 'science, technology and development' rhetoric. He has rubbished the safety concerns raised by protestors in the familiar terms of the sacred goal of 'development.' Saying that 'fear is a disease that kills development,' he asks if we will allow a tsunami at the Fukushima Daichi plant in Japan to blight India's future?

 

In an insult to people's intelligence, he has chosen to play down the Fukushima disaster that has shaken the world, citing it as an instance of efficient containment of a potential disaster rather than the biggest nuclear disaster in history! His plank is that no lives were lost at Fukushima. What Kalam deliberately plays down is the real significance of Fukushima. Fukushima shook people's confidence in the safety claims of nuclear plants, worldwide. Kalam tries to tell us the Fukushima plant was based on outdated technology; but it is well known that the people of Japan had been assured several times by the Kalams of their own country, that the Fukushima reactors had the best safety and backup mechanisms capable of dealing with any quake or tsunami. When the tsunami actually hit one of the reactors, the safety and cooling mechanisms broke down and a meltdown was imminent. In desperation the Japanese experts were reduced to using huge amounts of sea water to try and cool the reactor down.

 

Months later, the leakages continue, and it is absurd to claim that Fukushima is out of danger when the worst is yet to unfold. The problem of safe disposal of the contaminated cooling water and radioactive waste is still an unsolved problem; and it is still not known if the reactor fuel has penetrated the ground. The people of the affected areas are yet to be able to return home.      

 

Kalam even belittles the effects of the Hiroshima-Nagasaki bombing – wanting us to accept research sponsored by the US (responsible for the bombing!) as 'impartial' and 'scientific' evidence that the effects of a nuclear disaster remain confined only to one generation!     

 

In the wake of the lessons of Fukushima, countries like Germany and Belgium have already had to announce a phase-out of nuclear energy. All over the world, countries are having to bow to the growing popular opinion against nuclear energy, which has proved to have huge hidden costs and unsurpassed potential for massive human tragedy. Kalam undermines his own credibility by asking Indians to ignore and laugh away the lessons of Fukushima.      

 

Kalam is being projected by the nuclear establishment and captive sections of the media as a voice of 'science and sanity', who has branded the protesting villagers were 'ill-informed and misguided' and beset with irrational fears. When we see Kalam invoking 'Tamil pride,' and belittling nuclear disasters by comparing nuclear plants with historical monuments and nuclear disasters with dam bursts, one wonders who is ill-informed! Amusingly, the 'scientist' Kalam has chosen to invoke the bogey of the 'foreign hand,' saying he suspects "geo-political and market forces" to be behind the stir! To the naked eye, the only 'foreign' and 'market' forces in Koodankulam are representatives of the Russian nuclear industry!  

 

As a last resort, Kalam has mooted a 200 crore proposal for local development. It is a tragic irony that hospitals, schools and colleges, and development of agriculture and fisheries, that ought to be a right of the local people, is being proffered only as a bribe in exchange for exposing their lives and livelihood to the dangers of a nuclear disaster!   

 

Far from being 'ill-informed,' the Koodankulam protestors know that Russian state agencies have, in a recent report, admitted that the Russian industry's nuclear plants are especially vulnerable to natural and man-made disasters. They know, that raising the height of the reactors to put them out of the probable reach of a tsunami (as Kalam assures) will only make them more vulnerable in case of a quake. They are unwilling to gamble their lives in a game of chance, being forced to live on the edge of a potential Fukushima. They know that while Kalam moots India's unique Thorium reserves as a potential source of energy, the prestigious and well-funded nuclear research in independent India is yet to come up with a viable way of harnessing thorium reserves to produce anywhere near the levels of energy that had been projected and promised.            

 

The Koodankulam movement has remained undaunted by the heightened government propaganda against it. A national march to Koodankulam is planned in the coming week. The Indo-US Nuke Deal – ushered in by a dubious and corrupt vote in Parliament - paved the way for nuclear expansion efforts whereby the NPCIL plans to set up 32 imported reactors all over India by 2032. The Nuke Liability Bill protects the nuclear suppliers from bearing the burden of compensation and clean-up in case of a disaster. Now, a success of the people's movement at Koodankulam offers a ray of hope for the country whose rulers are hell-bent on putting its citizens at the mercy of the global nuclear industry and its huge attendant dangers to humanity itself. Democratic forces must extend all support to the movement and ensure people's victories at Koodankulam, Jaitapur, Mithi Virdi, Fatehpur and all other sites of resistance.

 

Protest Day in TN Against Koodankulam Nuclear Plant 

 

On October 30, the CPI(ML) and its mass organizations in TN observed a Protest Day against the Koodankulam Nuclear Power Plant, in solidarity with the ongoing people's movement against the plant. Demonstrations, mass meeting and conventions were held at Tirunelveli, Coimbatore, Salem, Chennai and Thanjavur.

 

In Tirunelveli, a militant protest demonstration was held in front of the Railway Station. The demonstration was presided over by T Sankarapandian, district secretary and SCM of the party. District leaders of the party and mass organizations and State Secretary Com. Balasundaram participated in the demo. Immediately after the demonstration a 100 member team comprising leaders and cadres of Tirunelveli, Kanyakumari and Thoothukudi-Virudhunagar districts proceeded towards Idinthakari-Koodankulam, the struggle site where thousands of people are holding a relay fast and demonstrations for the past three months. The respective district secretaries of Tirunelveli, Kanyakumari and Tuticorin-Virudhunagar – T Sankarapandian, S M Anthonimuthu and C Ponrasu; State President of AIPWA, Thenmozhi, AICCTU State Vice-President G Ramesh, Mary Stella along with Balasundaram, State Secretary of CPIML led the solidarity delegation.

 

At the struggle site, hundreds of women, school children and people from all walks of life were protesting. They warmly greeted the CPIML delegation with rousing slogans denouncing the nuclear power plant and Central and State governments. Our leaders, Sankarapandian, Ramesh, Thenmozhi, Anthonimuthu, and Ponrasu addressed the protesters. State secretary of CPIML Balasundaram, concluded the days' fasting. He greeted the movement, saying that Idinthakarai's struggle is India's struggle, and the Koodankulam resistance is a challenge to the pro-imperialist policies of the UPA Government at the Centre. 

 

On the same day, braving a heavy downpour, more than 700 workers of Pricol and other factories assembled in the district conference of AICCTU. Spirited slogans rent the air in support of struggling people of Idinthakarai-Koodankulam. Apart from Krishnamurthy, Pricol Union President; Chandran of LMW; N K Natarajan, State General Secretary of AICCTU; Balasubramanian, the newly elected District Secretary of Coimbatore; and Party's Politburo member S Kumarasamy addressed the conference.

 

In Chennai, a spirited demonstration was held in front of the Memorial Hall, where more than 150 protestors - including party activists, migrant workers and worker activists of Hyundai, TIDC, and MRF, CUMI, KKCDH, and AISA-RYA activists - took part in the demonstration. Chennai City Committee Secretary Com. Sekar, AIALA State General Secretary, Com. Janakiraman, State General Secretary of the Democratic Construction Workers' Association Com. Iraniappan and party SCM Radhakirshnan addressed the protest.

 

In Salem, Party State Committee members Chandramohan, A Govindaraj (Namakkal district secretary), TNSCC Employees Union's State President K Govindaraj, AISA State Secretary, Venkatachalam, Ayyanthurai and others addressed the protest. District Secretary of Salem, Mohansundaram presided over the demonstration.

 

In Thanjavur, AICCTU State Secretary K Rajan presided over the demonstration. The respective district secretaries of Tanjore-Nagai and Pudukkottai districts, Comrades Ilangovan and Asaithambi and State President of AIALA TKS Janarthanan, party SCM Desikan, AIALA Vice-President T Kannaian addressed the protest. Construction workers and activists participated in large number.

 

AICCTU Protests in Delhi

 

AICCTU organized area level protests by different unions in Delhi and NCR during the campaign going on for the preparations of the National Conference of AICCTU to be held in Bhilai. While DTC Workers Unity Center held a protest dharna and effigy burning at the DTC Headquarters on 2 November demanding complete stop to backdoor privatization of DTC, protests of unorganized sector workers were held at East Delhi Dy. Commissioner and NOIDA City Magistrate on 3 November demanding issuing of Voter I-cards, BPL cards and many other issues.

 

Many new recruited casual and contract workers joined the protest at DTC headquarters along with the senior workers. It was demanded to stop Cluster Bus Scheme and handing over of bus depots to TATA which are draining hard earned revenue of DTC to the corporate and is actually a huge scam. They also demanded regularization of all workers, better and humane service conditions, end to managerial oppressive measures. The protest was led by DTCWUC President Santosh Roy, Secretary Shiv Shankaran, and other leaders. AISA leader Sandip Singh also addressed the workers while many students from JNU and Jamia Universities came to participate.

 

The protest held at NOIDA was participated by large number of domestic women workers and rickshaw pullers who demanded institution of minimum working safety, security and benefits for them. They handed over a memorandum demanding BPL Cards, Voter I cards, end to police and goons' oppression along with many other demands. This was led by Santosh Roy, Shymakishore Yadav, RYA activist Aslam Khan, while some students from Jamia were also present. The protest in East Delhi was also held on similar demands and it was mainly of construction workers. They handed over the memorandum to the dy. Commissioner, East who assured to forward the demand charter to the government. This was led by VKS Gautam, Ram Abhilash and many others. These protests have generated good enthusiasm among participant workers.

 

Jail Bharo by Central TUs

 

In response to an all India joint call by central trade unions (CITU, AITUC, AICCTU, AIUTUC, HMS, INTUC, BMS, UTUC, TUCC, LPF and SEWA), several lakhs of workers all over the country courted arrest in a 'Jail Bharo' on November 8. The massive participation in the Jail Bharo reflected workers' anger against price rise, corruption, privatisation and lay-offs, insecure and casualised work in the unorganised sector, and rampant violation of labour laws and denial of trade union rights.

 

In the national capital, Delhi, thousands of workers marched to Parliament and courted arrest at Parliament street. Jail Bharo demonstrations, road blockades, blockades of train lines and the like were held in all states. AICCTU notably participated in the joint Jail Bharo initiatives in Jharkhand, Bihar, Tamilnadu, and other states. At West Bengal, the AICCTU held independent protest programmes, since there the CITU had insisted on making 'TMC-Maoist terror' its central demand. There, AICCTU held a well-attended protest march and courted arrest at Lal Bazar. 

 

Convention on Workers Rights in Puducherry 

 

As part of the campaign towards the forthcoming eighth National Conference of AICCTU, the Puducherry State Council of AICCTY conducted street corner meetings from 21 October, 2011 all over Puducherry culminating in a Convention on 'Workers' Rights' on 30th October.

 

200 workers participated in the Seminar; more than half were women workers. The seminar was presided over by the AICCTU Puducherry General Secretary, S Mothilat. Karaikal Organiser E Jeyabal, Democratic Construction Workers' Union General Secretary M A Akbar, AICCTU Central Working Committee Member and Vice-President P Sankaran, National Secretary and Puducherry President S Balasubramanian and Tamilnadu State Deputy General Secretary A S Kumar addressed the gathering.

 

The speakers spoke on the prevailing situation of workers in Puducherry including the attitude of the employers, Labour Department and the Government of Puducherry. They also highlighted the role of AICCTU and the achievements in the past and also the necessity of intensifying the struggle mobilising the strength of the workers, especially, unorganised workers. The convention passed several resolutions including a demand for closure of the Koodankulam atomic power station.

 

Struggle Against Corrupt Ration Dealers in Jharkhand   

 

 A people's struggle has succeeded in challenging the corrupt regime of Panki MLA Videsh Singh of Palamu district. In Simri and Gadhvat villages of Naudiha block, a ration dealer had failed to distribute 4 months' grain rations and 3 months' kerosene rations, and instead siphoned them off to the black market. CPI(ML) activists had complained of this to the BDO, but under pressure of the MLA, the BDO took no action. The CPI(ML) activists then organised a dharna at Manatu block headquarters and demanded immediate distribution of grains and kerosene. In spite of this the rations were not distributed.

 

The party along with the people of the affected villages then announced an indefinite hunger strike at the DC office. On 21 October, 10 activists began the indefinite hunger strike – Mahendra Mahto, Sakaldeep Singh Kherwar, Ramji Mahto, Rudni Kunwar, Nakuma Devi, Nanhuk Mahto, Baleshwar Mahto, Basraj Singh Kherwar, Gulisingh Kherwar, and Janak Singh. The hunger strike continued for 4 days, after which the SDO met the protestors and announced that rations would be distributed on 25 October. On 25 October, the grains and kerosene were distributed among the beneficiaries in the affected villages.

 

The struggle was led by block secretary Comrade Rajendra Mahto and Panki Area Committee member Brijnandan Singh. The struggle has boosted the morale of the resistance to the high-handedness of the local MLA.

 

AISA Struggle in Panki College

 

The Mazdoor Kisan Mahavidyalaya at Panki (Palamu, Jharkhand) is attended by a good number of students from poor households. But the MLA Videsh Singh has been aiming to destroy this college and play with the future of the students here.

 

Students were not given admit cards on time. The student fund account itself was closed, as a result of which it became impossible for students of BA Part I and II to give the exams to be held on 8 November. AISA took an initiative and called a meeting of students (around 1500 students in this batch were due to give their exams) and their parents. A leaflet was distributed exposing the MLA and his supporters who were responsible for undermining the college. On 22 October, students held a gherao of the Principal of the college. The gherao was led by AISA Convenor Arun Kumar Prajapati, as well as other student-youth leaders including Lalan Kumar, Ganesh Prajapati, Abhishek Kumar, Ranjit Kumar Singh, and CPI(ML) panchayat secretary Kamlesh Prajapati. All 1500 students participated in the gherao. At the gherao it was announced that if the demands were not met, the University Administration would be gheraoed next. Under pressure of the student movement, the SDO released funds for exam forms, and forms were then submitted to the University. The students had a victory and were able to give exams, and the MLA's ploy was defeated.

Scrap AFSPA!

End the Repressive Rule of Armed Forces in the North East and Kashmir!

On November 2, 11 years back, a young woman in Manipur, disturbed by the terrible Malom massacre in which the Assam Rifles killed 14 civilians, went on a hunger-fast in mourning and protest. Some days later, on November 5, she decided to begin an indefinite fast – to be broken only when the Armed Forces (Special Powers) Act 1958 - instrument of the humiliation and repression imposed on Manipur and the North East - was scrapped.

The writ of AFSPA runs in most of the North East states, as well as in Kashmir – in all regions where there is heavy deployment of armed forces in the name of combating insurgency. The very presence of such huge contingents of armed forces in civilian areas, of course, brings severe repression and rights violations in its wake. What the AFSPA does is to provide a cloak of impunity to the armed forces in case of any act of violence meted out by them to civilians. It gives the armed forces a licence to kill civilians on 'suspicion', and it protects the armed forces from prosecution in case of any such acts of violence on civilians.

Irom Sharmila has been virtually imprisoned in hospital in Imphal, to prevent her ongoing fast from reaching the national capital and generating greater awareness among the general public and pressure on the central government. In 2004, following the rape and murder of a young woman, Thangjam Manorama, by jawans of the Assam Rifles, a huge protest movement erupted on the streets of Manipur. The Meira Paibi women of Manipur protested without clothes outside the army headquarters in Imphal, with banners saying, 'Indian Army Rape Us.' In an effort to contain those protests, the UPA Government set up the Justice Jeevan Reddy committee to look into the AFSPA.

The Jeevan Reddy Committee did recommend that the AFSPA be scrapped. But the UPA Government has taken no action on that recommendation. Even now, as the support for Sharmila's fast and the demand for scrapping AFSPA has gained momentum, the UPA Government continues to say that a 'consensus' is required in order to heed the demand. In other words, by 'consensus' the Government means that the Army itself must be willing to do away with the AFSPA! The Government ought to ensure that its laws and its armed forces do not overstep the constitutional boundaries. Instead the Government is retaining the AFSPA – a blatant violation of all constitutionally guaranteed civil rights – and justifying it in the name of the Army's own sentiments and opinions!

In Kashmir, in the wake of an uproar over the discovery of over 2000 mass graves in which it is suspected that victims of custodial 'disappearances' lie buried, and an incident of custodial killing of a worker of the ruling National Conference party, the Chief Minister Omar Abdullah has offered to lift AFSPA from some of areas of Kashmir. This is a highly inadequate offer. Not only must the AFSPA be scrapped since its very existence is in violation of constitutional principles; in both Kashmir and the North East, the culture of impunity must be ended and security personnel responsible for custodial or fake 'encounter' killings of civilians must be brought to book.

As we salute the courageous struggle of Irom Sharmila and express solidarity with her ongoing fast, we must demand the immediate scrapping of AFSPA. The scrapping of AFSPA can only be a first step in restoring peace and justice to the North East and Kashmir. The truth about custodial disappearances, rapes and 'encounter' killings must be established and the guilty punished. And above all, the army deployment in civilian areas must be withdrawn so that the people of these regions can breathe free and without fear.

Comrade Ramnaresh Ram's 1st Memorial Day commemorated

CPI(ML) commemorated the first Memorial Day of Comrade Ramnaresh Ram, a veteran of the communist movement in the country and one of the founder leaders of revolutionary peasant movement of Bhojpur, on 26 October 2011. A pledge taking meeting was organised in Arrah on this occasion while his memorial was inaugurated in Sahar. The political prisoners lodged in Arrah Jail under various trumped-up and false charges, also held a programme inside the Jail. A booklet on veteran Comrade's life and works was released at the Pledge Meeting. A minute's silence was observed in the memory of Comrade Ramnaresh Ram.

CPI(ML) Politburo member Swadesh Bhattacharya addressed the meeting in Arrah. He said Comrade Ramnaresh Ram's contribution to the communist movement has added new chapter to the revolutionary history of the Bhojpur region. He organised the poor and toiling masses and transformed them into a formidable political force. His legacy will remain a source of inspiration for the coming generations. He called upon those fighting against corruption and loot, for democracy, to unite and come forward to march ahead on the path lit by Comrade Ramnaresh Ram.

Sudhir Suman described Comrade Ramnaresh Ram's multi-faceted personality while introducing the booklet which was released on the occasion. Comrades Rameshwar Prasad, President AIALA, Dhirendra Jha, Gen. Sec. AIALA, Party CCM Amar, Ex-MLA Arun Singh, Party Bihar State Committee member Sudama Prasad, and many other leaders were present on this occasion. Agrenand Chaudhary of Swami Sahajanand Saraswati Vichar Manch, Prof. Parasnath Singh, Prof. Ramtavkya Singh, Prof. Tungnath Chaudhary, Dr. BK Prasad, Dr. Ashutosh Prasad, Dr. Suniti Prasad and many other prominent citizens of the region were also present.

Comrade Ramnaresh Ram's memorial was inaugurated at the banks of Sone river in Sahar block headquarter, by Comrade Swadesh Bhattacharya. The memorial is being built on the land donated by party's activist Manager Thakur who himself hails from the rural poor background. AIALA District President Siddhanath Ram hoisted the flag and addressed the gathering saying Comrade Ramnaresh Ram started his political journey during Quit India Movement and since then never deviated from the revolutionary path and broadened and extended the poor peasants' struggle against oppressive feudals to the hundreds of villages that had started from a single village. He organised movements on different issues of toiling peasants and paved a new way for the revolutionary communists. Kamta Prasad Singh of AIALA said that these struggles completely changed the scenario of Bhojpur which used to be a strong fort of feudal oppression and where poor peasants and Dalits had no right to sit on a cot, or wear clean good cloths, and even women's dignity and respect was not protected. They had no voting right under feudal terror. Comrade Ramnaresh Ram and his Party played a historic role in changing this situation. But now again, those same feudal forces are trying to revive and consolidate themselves under the protection of Nitish government, hence it is now more imperative to carry forward the legacy of Comrade Ramnaresh Ram and his Party. The Nitish model of so called 'development' is primarily meant to attack the rights of toiling peasants, poor and agricultural labourers, and this must be resisted.

Comrade Dhirendra Jha addressed the gathering at the inaugural function and said that Comrade Ramnaresh Ram added new dimensions to the communist movement and struggles for social change. He was a flag bearer of the legacy of people's movements and rich tradition of commitment and sacrifice which is dispersed across a long span of history from first struggle for Indian Independence of 1857, to the martyrdom of Bhagat Singh, to the Quit India Movement, and then to the struggles of Telangana and Naxalbari uprising. He will forever remain a guide for us. Comrade Ramnaresh Ram believed that if freedom and equality has not reached to the houses of poor, then such terms will remain empty rhetoric. Even today people are living on wages lower than Rs. 20 day amidst the hype of Bihar Govt's clamour of development. His political views and his Party reoriented lakhs of people towards the struggles of majority of population, which is peasants, workers, youth and unemployed. When Bihar Govt is trying to reverse the achievements of the struggles led by Com. Ramnaresh Ram, a two pronged strategy against pro-imperialist policies on the one hand and against feudal-communal-regressive forces on the other, is needed in order to change the existing regime through a widespread mobilisation of poor and toiling masses. He called upon to make the forthcoming rally to be held on 21 November in Patna a great success.

Peoples' poet Krishna Kumar Nirmohi recited poems in memory of Comrade Ramnaresh Ram. Comrade Ramkishore Rai conducted the inauguration meeting.

Nearly 350 prisoners in Arrah jail held a memorial meeting led by Comrades Digree Yadav, Satish, Mahendra Singh and Hareram.

Comrade Ramnaresh Ram breathed his last after a brain hemorrhage last year on 26 October. He had played a pivotal role in building movements of rural poor and agrarian labourers as well as in the expansion of CPI(ML) through many militant struggles on various issues that resulted in increased political assertion of poor and toiling masses. He was born to a poor Dalit family in 1924. Ideas of Bhagat Singh and peasant movement led by Swami Sahajanand Saraswati left a deep impact on him. He joined communist movement in support of Telangana peasant struggle and against the death sentences awarded to the communist revolutionaries, and since then remained committed for the cause of democracy, socialism and communism throughout his life.

Towards AICCTU's 8th National Conference

AICCTU Protests in Delhi

In the wake of ongoing preparations for the All India Conference of AICCTU, a mass campaign is going on for membership by different unions. A mass protest was organised in front of District Commissioner's office involving hundreds of construction workers against the continuous denial by Delhi Govt in giving voter ID-cards and BPL cards to them. The protest was led by AICCTU Delhi President VKS Gautam, Ram Abhilash and OP Sharma. A memo was handed over to DC who assured of guaranteeing voting rights to the poor workers who have no property or any other proof of residence which is made mandatory for issuing the voter I-cards. The AICCTU Delhi has condemned such biased parameters which in all practical terms is only meant to deprive workers of their voting rights and identity that in turn results in further weakening of bargaining power thereby keeping them permanently in inhuman conditions.

Issuing of BPL Cards to all working population was also demanded along with many other demands. This was addressed by CPI(ML) Delhi Secretary Sanjay Sharma, RYA's Aslam Khan and many others.

Another protest was held by the workers of Wazirpur Industrial area at the Labour Commissioner office to reiterate the demands of implementation of Minimum Wages and Industrial safety. Workers are usually paid upto one-third or even one-fourth of the prescribed minimum wage and this is going on under full administrative protection. The workers are made to work in very inhuman and insecure conditions leading to deaths and injuries on a regular basis. These two issues were being raised by the All India General Kamgar Union for quite some time. The protest was led by AICCTU Delhi Vice-President Mathura Paswan, while Munna Yadav, RP Singh, AISA Gen. Sec. Ravi Rai, and many others addressed the gathering.

Workers' convention  at Guwahati

In the process of preparation of the forthcoming national conference of AICCTU, a workers' convention was held at Guwahati Press Club on 30 October that discussed present day challenges before the working class and the task before trade unions. A presidium comprising of AICCTU state President Viren Kalita, Anil Sarma of India Carbon and Girish Kalita of United Workmen Union of Guwahati Refinery conducted the convention and CPI(ML) state secretary Com. Rubul Sarma inaugurated the convention. Com Sarma explained different forms of exploitations and attack on working class and he emphasized on organising the huge sections of unorganized and temporary workers along with making them politically conscious. He called upon the workers to develop a strong working class movement with the unorganized workers as its bedrock. AICCTU State Secretary Subhas Sen spoke on the perspective and progress of activities for AICCTU's forthcoming national conference at Bhillai. He also called upon the workers to make the 8th November nationwide workers strike in Assam a grand success.

Leaders of different affiliated trade unions placed their views and opined to develop workers' movement in greater Guwahati and Kamrup district.

Convention also constituted AICCTU's Kamrup District Committee with Com. Anil Sarma of India Carbon Workers' and Employees' Union as the President and Debojit Bhagawati of United Workmen Union of Guwahati Refinery as the secretary.

Party's 1st Garhwal Region, and Udham Singh Nagar District Conference

CPI(ML)'s first Garhwal region Conference (Kumaon is the only other region in Uttarakhand) was held on 23 October 2011 at Srinagar. The conference began by remembering the martyrs.

Central Committee member Comrade Rajendra Pratholi inaugurated the Conference as Chief Guest. Citing the popular protests worldwide against corporates, corruption and despots such as the OWS, he said it is imperative to intensify our efforts for imparting revolutionary temper to the movement against corporate loot and corruption. Comrade Purushottam Sharma, Party's Observer for the Conference noted that both the Congress and BJP have transformed the State into a paradise for the corrupt and the swindlers and a political vacuum kind of situation is prevailing in the State. This situation calls for consistent and intensified efforts on our part towards building strong and deep-rooted Party organisation in Uttarakhand.

The Conference emphasised on increasing Party's membership, strengthening the mass organisations and wider circulation of Party Organs and literature. Some longer term targets are constitution of district committee in Chamoli and town committee in Srinagar. AIKM's Karnaprayag block conference was also decided to be held in December, apart from other decisions and resolutions.

Hitherto existing Garhwal Leading Team was replaced with a seven-member Garhwal Party Committee, that includes- Comrades KP Chandola, Indresh Maikhuri (Secretary), Atul Sati, Lalit Mohan Chaukiyal, Madan Mohan Chamoli, Malti Haldar and Ashish Kandpal.

Udham Singh Nagar

CPI(ML)'s first District Conference of Udham Singh Nagar was held at Dineshpur on 16th October 2011. Comrade Rajendra Pratholi and CPI(ML)'s State incharge Comrade Raja Bahugna were the main speakers at the Conference.

Comrade Raja condemned the communal organizations RSS, BJP and Bajrang Dal and also the Congress which has helped push the situation in Rudrapur to the point of communal riots. Four people (3 Muslims and one Hindu) lost their life in the communal violence. He said the only option before us to counter the communal politics is strengthening the communist organization in the area. He said that in last ten years there has been drastic change in the district with the establishment of SIDCUL (industrial zone). This has resulted in a large increase in the numbers of industrial workers while agricultural labourers and peasant population has gone down relatively. In this scenario AICCTU will have to focus more on organizing the workers' movements here. AISA also need to be organised afresh here.

The Conference elected a 9-member District Committee with Comrade KK Bora as the Secretary. Other members are- Comrades Nishan Singh, Kartik Mandal, Harish Joshi, Virendra Haldar, Ajay Saxena, Rudal Prasad, Vishnupad Sana.

Some important resolutions are- doubling the Party membership in one year, demands for strong action against Congress MLA Tilakraj Behad, BJP's ex-Municipality Chairman Rajkumar Thukral and others who incited and conspired the Rudrapur communal riots, suspension of the DM, proper compensation to the victims, a Convention to be organised on 27 November against the communal riot and demonstrating people's unity, fighting for the implementation of labour laws in SIDCUL, etc.

Panchayat and Local Body Elections in TN

In the Local body elections in Tamil Nadu we contested in 170 places for various posts, from Village Panchayat ward members to Corporation ward members: Pudukottai (34), Kanyakumari (32), Tanjore-Nagappattinam (29), Tiruvallore (15), Tirunelveli (12), Salem (10), Madurai (9), Coimbatore (8), Villupuram (8), Cuddalore(4), Kanchipuram(4), Dindigul(3), Virudunagar(3), Kirshnagiri (1).

Among the 105 Village Panchayat Ward posts we contested, we won at 26 places. We contested in 22 panchayats, for the post of panchayat president, securing nearly 4000 votes in all. We won 2 seats, one from Tiruvallore (at Nerkunram, where a woman candidate has won) and one from Pudukottai (Periyakottai). Apart from these, a woman candidate (a CPIM dissident) supported by us won one panchayat president post from Kanyakumari.

Altogether we contested in 26 Town Panchayat ward member posts, of which we secured 2, one each from Kanyakumari and Dindigul. In two places, one in Kanyakumari (candidate is a leader of fishing community) secured 3984 votes and another one from Pudukkottai, we contested for Town Panchayat President Posts. In Cuddalore district we contested for the post of Virudhachalam Municipal Chairman where we got 366 votes. We contested for 6 Block Council wards, securing between 100 to 600 votes. From Tirunelveli and Salem Corporation we contested 7 Corporation Ward member Posts and secured 550 votes. 31% of the contestants were women.

We won the following seats: at Pudukkottai - one panchayat president post (Periya kottai – reserved, SC post) and 10 panchayat ward members; Kanyakumari - 1 panchayat president (at Nettangode – a woman), 3 panchayat ward members and 2 Town panchayat councilors; Tiruvallore - one panchayat President (Nerkunram- a dalit woman), 3 panchayat ward members; Tanjore-Nagapattinam - 5 panchayat ward members; Dindigul, one TP Councillor and 1 panchayat ward member; Villupuram, 1 panchayat ward member; Tirunelveli - 2 panchayat ward members; Virudhu Nagar - 1 panchayat ward member.

In all, our performance has improved since the last panchayat elections. We secured 26 panchayat ward members (13 in the last elections); 2 panchayat president posts as well as 1 supported by us, while in the last election we won a single post. Whereas the last time we could not get any Town panchayat ward member posts, this time we won three.

OWS Resonates in Kolkata

From Wall Street to Kolkata, we are one in global protest against corporate loot and imperialist attack

On 29th October CPI(ML) organized a mass demonstration in solidarity with the ongoing Occupy Wall Street (OWS) movement, at metro channel, Dharmatalla in kolkata. Comrades from Kolkata, Hoogly and North 24 Pargans participated in this demonstration.

AISA's State leader Sudip Chakraborty, RYA State President Shouvik Ghoshal, AICCTU State President Atanu Chakraborty, Poshchimbang Gano Sanskriti Parishad Secretary Amit Dasgupta, AIPWA Kolkata Secretary Indrani Dutta, Poschimbanga Krishak Samity Vice President Krishna Pramanik, AIALA leader Sajal Adhikary, Prof. Salil Biswas and CPI(ML) State Secretary Partho Ghosh addressed the gathering. The meeting was presided over by CPI(ML) State Committee member Basudeb Bose. PB member Comrade Swadesh Bhattacharya also attended the demonstration.

The protest started at the headquarters of global capital- Wall Street, US on 17th September, 2011, has already spread to more than 1500 cities throughout the world. To 'rescue' only 1% of the society, billions are spent from the public money, whereas the other 99% are facing unemployment, poverty, job cuts and even deprived from basic survival needs. In an effort to overcome the deep crisis the US capitalism is continuing its aggressive war strategy. People's resistance against this are facing massive state repression, police harassment and mass arrest. This meeting extends support and solidarity to the spirit of this worldwide protest and assertion of different sections of the people throughout the world. The meeting also condemned the US-NATO attack in Libya.

ലിബിയയുടെ 'വിമോചനം'; അറബ് വസന്തവും അമേരിക്കന്‍ ശിശിരവും നേരിടുന്ന വെല്ലുവിളികള്‍

അറബ് വസന്തവും  അമേരിക്കന്‍ ശിശിരവും നേരിടുന്ന വെല്ലുവിളികള്‍

2006 ഇല്‍ ഇറാഖ് , 2011 ഇല്‍ ലിബിയ. സദ്ദാം ഹുസ്സെയിന്റെ വികൃതമാക്കപ്പെട്ട മൃത ദേഹം ഒരു ട്രോപി പോലെ പ്രദര്‍ശിപ്പിച്ചു കൊണ്ടായിരുന്നു
 2006  ഇല്‍ ബുഷ്‌ ഭരണകൂടം ഇറാഖ് അധിനിവേശത്തെ ആഘോഷിച്ചത്. ലിബിയയുടെ 'വിമോചന'വും അത് പോലെ ആണ് ഇപ്പോള്‍ അമേരിക്ക ആഘോഷിക്കുന്നത്. ലിബിയയുടെ സ്ഥാന ഭ്രഷ്ടനാക്കപ്പെട്ട ഭരണാധികാരി മുഅമര്‍ ഗദ്ദാഫി യെ  നിഷ്കരുണം ആയി  വധിച്ച വാര്‍ത്ത 20 -11 -2011 നു  ലോകം അറിയുന്നു. സദ്ദാമിന്റെ കാര്യത്തില്‍ സംഭവിച്ചത് പോലെ  ഒരു വിചാരണയുടെ പ്രഹസനം പോലും ഇല്ലാതെയാണ് ഗദ്ദാഫിയെ ജീവനോടെ പിടികൂടി പച്ചയ്ക്ക് കൊല ചെയ്ത ശേഷം മിസ്രാതാ നഗരത്തിലെ ഒരു ഷോപ്പിംഗ്‌ സെന്ററില്‍ ചോരയൊലിക്കുന്ന മൃതദേഹം പ്രദര്‍ശനത്തിനു വെച്ചത്. ഇതേ സമയത്ത്  ഗദ്ദാഫി ഭരണകൂടത്തിന്റെ  അവസാനത്തെ ചെറുത്തുനില്‍പ്പ്‌ നഗരം ആയ സ്ട്രയിറ്റ് ഇല്‍ വെച്ച് അദ്ദേഹത്തിന്‍റെ പുത്രന്‍ മുതാസിം നെയും പിടികൂടി വധിച്ചു. ലിബിയയുടെ 'വിമോചന' ത്തെ ഒബാമാ ഭരണകൂടവും നാറ്റോ യും സ്വാഗതം ചെയ്യാന്‍ ഒട്ടും താമസിച്ചില്ല. ലിബിയന്‍ തെരുവുകളില്‍ ലിബിയയുടെ പതാകയോടൊപ്പം അമേരിക്കയുടെയും ഫ്രാന്‍സിന്റെയും കൊടികള്‍ പാറിപ്പറക്കുന്നത് കാണാമായിരുന്നു.
ഇത് തീര്‍ച്ചയായും ചരിത്രത്തിലെ ഒരു വിരോധാഭാസം ആണ്. ഒരു വശത്ത് , മുപ്പതു വര്‍ഷങ്ങള്‍ നീണ്ടുനിന്ന ഹൊസ്നി മുബാറക് ഭരണത്തെ മുട്ട് കുത്തിച്ച ശേഷം അറബ് വസന്തത്തിന്റെ അലകള്‍ വാള്‍ സ്ട്രീറ്റ് ഉപരോധ സമരത്തിന്റെ രൂപത്തില്‍ അമേരിക്കന്‍  മണ്ണില്‍ പോലും എത്തിയിരിക്കുമ്പോള്‍, മറുവശത്ത്  തങ്ങളുടെ തന്ത്രപരമായ ലക്ഷ്യങ്ങള്‍ നേടാനും കണക്കുകൂട്ടലുകള്‍ വിജയിപ്പിക്കാനും അറബ് വസന്തം ഉണ്ടാക്കിയ ചുറ്റുപാടുകള്‍  എങ്ങിനെ മുതല്ക്കൂട്ടാക്കാം എന്നാണു യു എസ് - നാറ്റോ സൈനിക നീക്കങ്ങള്‍ നോക്കുന്നത് .
 ഇറാഖ് നെക്കാളും തന്ത്ര പ്രാധാന്യം ഒട്ടും കുറഞ്ഞ രാജ്യമല്ല ലിബിയ; ഇരു രാജ്യങ്ങളും ഭൂമിശാസ്ത്രപരം ആയി ആഫ്രിക്കയുടെ കവാടം പോലുള്ള സ്ഥലത്താണ് സ്ഥിതി ചെയ്യുന്നത്.  രണ്ടിടത്തും എണ്ണ നിക്ഷേപങ്ങള്‍ ധാരാളം ഉണ്ട് .അതിനാല്‍,  മധ്യ പൌരസ്ത്യ ദേശത്തെയും ആഫ്രിക്കയിലെയും പരമാധികാര സര്‍ക്കാരുകളെ അട്ടിമറിക്കാന്‍ വേണ്ടി യു എസ്സിനും നാറ്റോ യ്ക്കും സൗകര്യം നല്കുംവിധത്ത്തിലായിരിക്കും സദ്ദാമിനു  ശേഷം ഉള്ള ഇറാഖില്‍  എന്ന പോലെ ഗദ്ദാഫിയ്ക്ക് ശേഷം ഉള്ള ലിബിയയിലും ഭരണ മാറ്റത്തിന് അമേരിക്കയും നാറ്റോയും മേല്‍നോട്ടം വഹിക്കുക.  അടുത്ത ചില വര്‍ഷങ്ങളില്‍ ലിബിയയിലെ ഗദ്ദാഫി ഭരണത്തിനു ജനങ്ങള്‍ക്കിടയിലെ  വിശ്വാസ്യത കുറച്ചൊക്കെ കൈമോശം വന്നിരുന്നു എന്ന വസ്തുത നിഷേധിക്കാനാവില്ല. ഇറാഖില്‍ സദ്ദാം ഭരണകൂടത്തിനു സംഭവിച്ച തുപോലുള്ള ഒരു ഇടിവ് ഗദ്ദാഫിയ്ക്കനുകൂലമായ പിന്തുണയുടെ കാര്യത്തിലും ഉണ്ടായിരുന്നു.

  1970 കളിലും 1980 കളിലും ലിബിയയെ ഒരു ആധുനിക രാഷ്ട്രം ആയി കെട്ടിപ്പടുക്കുന്നതില്‍  ഗദ്ദാഫി നല്‍കിയ നേതൃത്വം എടുത്തു പറയത്തക്കതാണ് .ബ്രിട്ടന്റെ മുന്‍ കോളനി ആയിരുന്ന ലിബിയ   ഒരു സ്വതന്ത്ര ആധുനിക രാഷ്ട്രം ആക്കി പരിവര്ത്തിപ്പിക്കാനുള്ള പ്രയത്നങ്ങളുടെ ഭാഗമായി ഗദ്ദാഫി എണ്ണ ഉല്‍പ്പാദനത്തില്‍ അധിഷ്ടിതമായ സമ്പദ് വ്യവസ്ഥ  ദേശസാല്‍ക്കരിച്ചു.  വര്‍ണ്ണ വിവേചന വിരുദ്ധവും കൊളോനിയല്‍ വിരുദ്ധവും ആയ പോരാട്ടങ്ങള്‍ നടത്തിയ ആഫ്രിക്കന്‍ ജനതയെ സഹായിക്കുന്നതോടൊപ്പം പലസ്തീന്‍കാര്‍  ഇസ്രേലി   സയനിസ്ടുകള്‍ക്കെതിരെ  നടത്തിപ്പോന്ന ചെറുത്തുനില്പ്പിനെയും  ഗദ്ദാഫി ഭരണകൂടം പൂര്‍ണമായും പിന്തുണച്ചു. എന്നാല്‍ കാലക്രമത്തില്‍ ഒരു സ്വേചാധിപതി എന്ന ചീത്ത പ്രതിച്ചായയും ഗദ്ദാഫി നേടിയെടുത്തു.  1988 ഇലെ 
ലോക്കര്ബീ ബോംബിംഗ്  സംഭവത്തില്‍ ഗദ്ദാഫിയുടെ മേല്‍ തെറ്റായി കുറ്റം ആരോപിക്കപ്പെട്ടതിനെത്തുടര്‍ന്നു ലിബിയക്കെതിരെ സാമ്പത്തിക ഉപരോധം
ഏര്പ്പെടുത്തിയതിന്റെ ഫലമായി രാജ്യത്തിന്റെ സമ്പദ് വ്യവസ്ഥ തകരാറിലായി. അതിനിടെ USSR ന്റെ തകര്ച്ചയും പിന്നീട് അഫ്ഗാനിസ്ഥാനിലും ഇറാഖിലും  അമേരിക്കന് നേതൃത്വത്തില് അധിനിവേശ യുദ്ധം അടിച്ചേല്പ്പിക്കപ്പെട്ടതും മൂലം , സ്വന്തം രക്ഷ ഉറപ്പു വരുത്താന് നല്ല മാര്ഗ്ഗം ബ്രിട്ടനും മറ്റു പാശ്ചാത്യ ശക്തികളുമായി കൂടുതല് ഇണക്കത്തോടെ പ്രവര്ത്തിക്കുകയാണെന്ന  മിഥ്യാധാരണ ഗദ്ദാഫിയ്ക്ക് ഉണ്ടായി.

 
യു എസ് ആകട്ടെ ഒരു വശത്ത് അഫ്ഗാനിസ്ഥാനിലും ഇറാക്കിലും നടത്തിയ സൈനിക അധിനിവേശത്തിന്റെ വിപരീത ഫലങ്ങള്‍ നിമിത്തവും
 മറു വശത്ത്  സ്വന്തം മണ്ണില്‍ അതീവ ഗുരുതരം ആയ സാമ്പത്തിക മാന്ദ്യത്തിന്റെ പ്രത്യാഘാതങ്ങള്‍ നേരിടുന്നത്  മൂലവും അതിന്റെ ആഗോള മേധാവിത്വ ത്തിനുള്ള ശ്രമങ്ങള്‍ ഫലപ്രദമായി മുന്നോട്ടു നീക്കാനായി പുതിയ അടവുകള്‍ പരീക്ഷിക്കുകയാണ്. അറബ് വസന്തം സൃഷ്ട്ടിച്ച പതിയ സാഹചര്യത്തെ സമര്‍ത്ഥമായി തങ്ങള്‍ക്കു അനുകൂലമാക്കുക എന്ന അടവാണ് യു എസ് ഇപ്പോള്‍ പരീക്ഷിക്കുന്നത്.മധ്യ പൌരസ്ത്യ രാജ്യങ്ങളിലെ സ്വേച്ചാധിപതികള്‍ ആയ ഭരണ കര്‍ത്താക്കള്‍ക്കെതിരെ ഉണരുന്ന ജനവികാരത്തെ ചൂഷണം ചെയ്തു അവരെ സ്ഥാന ഭ്രാഷ്ടരാക്കാന്‍ ഇടപെടുകയും തല്‍ഫലമായി ഉണ്ടാവുന്ന  ഭരണ പരിവര്‍ത്തനത്തില്‍ രാഷ്ട്രീയവും സാമ്പത്തികവും ആയി യു എസ് സ്വാധീനം ഉറപ്പിക്കുകയും ചെയ്യുക എന്ന അടവാണ് ഇത്. എണ്ണയും ഭൂമി ഉള്‍പ്പെടെയുള്ള പ്രകൃതി വിഭവങ്ങളും സ്വന്തം നിയന്ത്രണത്തില്‍ കൊണ്ടുവരുന്നതിന് പുറമേ, ചൈനയ്ക്കു ആഫ്രിക്കയില്‍ വര്‍ധിച്ചു വരുന്ന സാമ്പത്തിക സ്വാധീനത്തിന് തടയിടല്‍ കൂടിയാണ് അമേരിക്ക ലക്ഷ്യമിടുന്നത്. യു എസ് ലോകത്തെമ്പാടും സൈനിക സ്വാധീനം വര്‍ധിപ്പിക്കാന്‍ ശ്രമിക്കുമ്പോള്‍  ആഫ്രിക്കന്‍ രാജ്യങ്ങളില്‍  അധോഘടനകള്‍ വികസിപ്പിക്കാനുള്ള  ഒട്ടനേകം സാമ്പത്തിക സംരംഭങ്ങളില്‍ ചൈനയുടെ പങ്കാളിത്തം ഏറി വരികയാണെന്ന് ഏവര്‍ക്കും അറിയാവുന്നതാണ്. ലിബിയന്‍ 'വിമോചനം' തീര്‍ച്ചയായും അമേരിക്കയെ ആഫ്രിക്കയ്ക്ക്‌ പിന്നാലെയുള്ള ഓട്ടത്തിനു പ്രേരിപ്പിക്കും.ആഫ്രിക്കയിലെ 54 രാജ്യങ്ങളിലെ പ്രവര്‍ത്തനങ്ങള്‍ക്കുവേണ്ടി 
AFRICOM എന്ന പേരില് ഏകീകൃതമായ ഒരു സൈനിക കമാണ്ട് രൂപീകരിച്ചത് രണ്ടാം ബുഷ്‌  ഭരണകൂടം ആയിരുന്നു. 2008 ഒക്ടോബര്‍ ൧ മുതല്‍  പൂര്‍ണമായും പ്രവര്‍ത്തന സജ്ജം ആയ AFRICOM,   'അമേരിക്കന് താല്പ്പര്യങ്ങല്ക്കെതിരെയോ അതിന്റെ സഖ്യ ശക്തികള്ക്കെതിരെയോ  ആഫ്രിക്കന് ഭൂഖന്ധത്തിലെ രാജ്യങ്ങള്ക്കിടയില് നിന്നോ വ്യക്തികള്ക്കിടയില് നിന്നോ ഉണ്ടാവുന്ന രാജ്യാന്തര സ്വഭാവമുള്ള വെല്ലുവിളികളെ ഫലപ്രദമായി എതിര്ത്തു തോല്പ്പിക്കുന്നതിനു  വേണ്ടിയാണ്' എന്ന് പറയുന്നുണ്ട് . ലിബിയ നിയന്ത്രണത്തില്‍ ആയതിനു പുറമേ , കോങ്ഗോ , ഉഗാണ്ടാ, ഇയ്യിടെ വിഭജിക്കപ്പെട്ട സുഡാന്‍, എന്നിവയുള്‍പ്പെടെ ഒട്ടനേകം ആഫ്രിക്കന്‍ രാജ്യങ്ങളില്‍  'മനുഷ്യത്വപരം  ആയ  പരിഗണനകള്‍' മുന്‍ നിര്‍ത്തിയോ,  'സമാധാനപുനസ്ഥാപനം' എന്ന ദൌത്യം ഏറ്റെടുത്തുകൊണ്ടോ അമേരിക്ക അതിന്റെ സൈനിക  സാന്നിധ്യം വര്‍ധിപ്പിച്ചിട്ടുണ്ട്.

 അറബ് വസന്തവും അമേരിക്കന്‍ ശിശിരവും ഉയര്‍ത്തിയ സ്പിരിറ്റിന്  ഒരേ അളവില്‍ നേര്‍ക്കുനേര്‍ ഭീഷണി ഉയര്‍ത്തുന്നതാണ് യു എസ് - നാറ്റോ സഖ്യത്തിന്റെ  പുതിയ  പദ്ധതികള്‍. അറബ് ജനത അവരുടെ രാജ്യങ്ങളില്‍ പരമാധികാര ഭരണകൂടങ്ങളും ജനാധിപത്യവും നിലനിന്നു കാണാന്‍  ആഗ്രഹിക്കുമ്പോള്‍, ലോകത്തെമ്പാടും അമേരിക്ക നടത്തുന്ന അധിനിവേശങ്ങള്‍ക്കും  സൈനിക താവളങ്ങള്‍ക്കും എതിരെയും, കോര്‍പ്പറേറ്റ് ദുരാഗ്രഹത്തിനും കൊള്ളയ്ക്കും എതിരെയും ആണ് വാള്‍ സ്ട്രീറ്റ് പിടിക്കല്‍ സമരത്തില്‍ അമേരിക്കയിലെ ജനങ്ങള്‍ അണി ചേര്‍ന്നിരിക്കുന്നത്.  ഗുരുതരമായ സാമ്പത്തിക പ്രതിസന്ധിയില്‍ നിന്നും വാള്‍ സ്ട്രീറ്റിനെ കരകയറ്റാന്‍ വേണ്ടി ഭരണകൂടം തൊഴിലാളികളുടെയും സാധാരണക്കാരുടെയും താല്‍പ്പര്യങ്ങള്‍  എഴുതി തള്ളിയതിനെയും അധിക സാമ്പത്തിക ഭാരം അടിചെല്പ്പിച്ചതിനെയും മാത്രമല്ലാ വാള്‍ സ്ട്രീറ്റ് പ്രതിഷേധം ചോദ്യം ചെയ്യുന്നത്; മറിച്ച് ലോകമെങ്ങും അമേരിക്ക നടത്തുന്ന  അധിനിവേശ  യുദ്ധങ്ങളുടെ  സാമ്പത്തിക ഭാരം കൊണ്ട് തകരുന്ന സാമ്രാജ്യത്തെ ചുമക്കാനും താങ്ങിനിര്ത്താനും അമേരിക്കന് ജനതയെ കിട്ടില്ലെന്ന മുന്നറിയിപ്പുകൂടി വാള് സ്ട്രീറ്റ് പ്രക്ഷോഭം നല്കുന്നുണ്ട്. അതിനാല്‍ വാള്‍ സ്ട്രീറ്റ് പ്രക്ഷോഭത്തിന്റെ  സ്പിരിറ്റ് സാമ്പത്തിക സിരാകേന്ദ്രമായ വാള്‍ സ്ട്രീട്ടിനു എതിരെ എന്നതിലുപരി  പെന്റഗണിനു  എതിരെ കൂടി ആണെന്ന് കാണാം . എന്നാല്‍ സാമ്പത്തിക പ്രതി സന്ധിയില്‍ ഉഴലുന്ന അമേരിക്കന്‍ ജനതയുടെ കടുത്ത നൈരാശ്യത്ത്തിനും അസംതൃപ്തിക്കും ഇടയിലും ഒബാമാ ഭരണകൂടം അമേരിക്കന്‍ യുദ്ധവെറിയെ  ഇന്ധനം നല്കി ആളിക്കത്തിക്കാന്‍ ശ്രമിക്കുകയാണ്. അതിനാല്‍ അറബ് വസന്തിനും അമേരിക്കന് ശിശിരത്തിനും പിന്നില്‍ പ്രവര്ത്തിച്ച ജനാധിപത്യത്തിനുള്ള അഭിനിവേശങ്ങള്‍ യു എസ്‌ സാമ്രാജ്യത്വത്തിന്റെ ലോകമേധാവിത്വത്തിന്നയുള്ള പദ്ധതികളെ ആകമാനം ചോദ്യം ചെയ്യുന്നതിലേക്ക് വികസിക്കെണ്ടാതുണ്ട്.
